Charlie moved to the 3rd (Special) Reserve Battalion on the permanent staff in Chester on 11th April 1913. Senior NCO’s during their final years of service were often posted to the permanent staff of reserve or volunteer Battalions in the UK. It was in this capacity that Charles became involved in the training of the new Army Volunteer Battalions. He gained his commission in late 1914 and he helped form and train the 16th (2nd Birkenhead) Bantam Battalion.
